Uplyme Parish Council

Notes from the Uplyme Parish Council meeting, Wednesday 9th June 2010

Meeting minutes are published once they have been approved by the Council at the next meeting (that is, at least a month in arrears). An informal report of business (which has no legal status) is published in the Parish News a week or two after the meeting except in months when there is a double issue, when a month is missed out. The new Chairman, Brian Mason, started his second meeting with an audience of one member of the public, and the preceding planning committee meeting was only attended by Councillors.

A finance committee was appointed to assist the Clerk (as Responsible Financial Officer) in managing the finances and setting next year's precept. Cllr Whiting was appointed as representative on the Parish Plan Working Party, which will be considering an update to the current plan.

Police: PCSO Jones reported that a flag was stolen from Hunters Lodge Inn; on 21st June a speed advisory sign will be installed in Yawl for about 2 months, and it contains a camera that could be used in evidence. Her speed checks are still showing many people breaking the limit. Cllr Whiting reported that it has been proposed to move the PCSO office into Axminster town centre, and reduce the opening hours from 35/week to only 5 or 6.

Planning:

Applications dealt with by Planning Committee

  • Two Hoots Yawl Hill Lane (original and amended plans). Construction of side and rear extensions to dwelling and detached double garage in front garden. Comments: The Parish Council objects to this application.
  • 9 Glebelands. Construction of single storey rear extension incorporating balcony. Comments: The Parish Council supports this application.

Applications being considered

  • Summerhill Lime Kiln Lane. Construction of first floor rear extension and balcony to front elevation.
  • Cedar Cottage Trinity Hill Road. Construction of rear sitting room extension.
  • Sunnymead Yawl Hill Lane. Raising of roof ridge height of approved rear extension (revision to planning permission 09/1490/FUL). Will be taken up with EDDC as plans cannot be built as shown.

Applications granted or refused by EDDC since last meeting

  • The Chantry Rhode Lane. Modifications to approved rear kitchen/dining room extension and balcony (revisions to planning permission 09/2307/FUL). Granted.
  • Land Adj Venlake Lane (Roseneath). Formation of parking area and construction of retaining walls. Granted with conditions.

Other planning. Hillside Farm and stables at Red Lane Cross - EDDC Enforcement is aware of the many concerns of parishioners and says that nothing that has been done at the farm is of current concern. Appeal to build 4 houses next to Lydwell has been dismissed.

Affordable Housing: Councillors met with various interested parties to discuss the plans for affordable houses next to the Village Hall, and expressed their opposition to the proposed designs, which were out of keeping with the village scene. It is hoped that revised designs may be available to view at the next meeting (14th July) - watch the web site and notice board for details.

Village Hall extension. A grant of £300 towards the extension for the Uplyme Pre-School was agreed.

Footpaths - the blockage of FP63 has been cleared by the addition of a gate in the electric fence, and the hedge by FP12 has been trimmed. £850 has been quoted for scraping and drainage at the Glen; the council's contractor will also be asked for a quote. A parishioner complained about dogs wandering off FP 97/100 into a garden; the Chairman has investigated but was unable to find the complainant at home to explain.

Highway matters: There has been another accident at the St Mary's Lane hairpin, and the spot needs a barrier to save a fatality - C Cllr Knight was asked to help. The Clerk met C Cllr Knight in Rocombe to view HGV damage. A survey is being done by the County Council, and then a weight restriction (7.5T) will be considered. A vote of thanks was proposed to County Cllr Knight, who agreed to give enough locality funding to the parish to purchase 8 grit bins. The location of these will be decided at the next meeting.

District Cllr Thomas reported that the large commercial vehicles in the Whalley Lane car park had been removed, and noted two excellent funding opportunities: "Making it Local" for local organisations and businesses (call 01823 680626) and "Youth Opportunity" for projects by and for 13-19 year-olds (call 01392 380262). As you may know, the Council hopes that 8 affordable houses may be built in Uplyme near the Village Hall. If you wish to be considered for these, it is essential that you register with Devon Home Choice, either by calling the EDDC Housing Team on 01395 517469, or at the web site www.devonhomechoice.com. These houses will be let to people with local connections in preference to others, so make sure you are on the list!
